Government Changes Over 350 Commodity Codes in the Customs Tariff of Ukraine
The Customs Tariff of Ukraine will be brought into line with the requirements of the International Convention on the Harmonized System of Description and Coding of Goods.
The decision was made by the Cabinet of Ministers of Ukraine.
With the appropriate support of the Verkhovna Rada, more than 350 commodity codes will be changed, mainly for agricultural, chemical, forestry, textile, non-ferrous metal, mechanical engineering, transport, and other sectors.
The reason for the decision is Ukraine’s adaptation to international standards of product classification. This will contribute to increased exports, access to new markets, and enhanced competitive advantages in world trade. As a result, the development of processing production, which is so lacking in the structure of the Ukrainian economy, will be stimulated.

After completing the entire review procedure, the following will take place:
- technical changes in the classification of certain goods by combining several codes into one, detailing one code into several, and transferring certain types of goods to other codes;
- exclusion from the system of goods that are no longer used in international trade;
- introduction of new goods that are produced using modern technologies, etc.
The current Customs Tariff of Ukraine is based on the 2017 version, while the 2022 version is already in effect in most countries of the world. Changes have been introduced by the EU countries, Turkey, China, the USA, Switzerland, and others.
At the same time, the rates of import duty on goods will not be changed in the new Customs Tariff.
“If we are talking about the integration of the Ukrainian customs service and, as a result, Ukrainian business and, as a result, Ukrainian carriers who serve and will continue to do so, the legislation should be brought into line with European legislation. For example, we are currently crossing the Ukrainian-Polish border for a number of reasons for 8-11 days. This affects the efficiency of the business. This should not be the case. I hope that the changes will lead to positive changes,” said the founder and head of the transport and forwarding company ETS Oleksandr Miniailo, adding that ETS is ready to consult on all the nuances of cargo transportation Ukraine – EU / EU – Ukraine.
