Cargo delivery from Turkey to Ukraine plays a key role in developing trade relations between the two countries, but it has its own peculiarities, since Turkey is not an EU member.

Features of Turkey — Ukraine cargo delivery

The choice of transport depends on the size of the goods, destination, and urgency of delivery. For example, delivering medicine from Turkey to Ukraine requires special refrigerated transport. If you need fast delivery from Turkey, air freight is the optimal choice. Despite its higher cost compared to other transport types, it ensures the fastest delivery. For large cargo, sea freight is an excellent option.

Certification of goods imported into Turkey has its own specifics. Some goods require mandatory certification to Turkish standards. Compliance with international quality and safety standards may be mandatory for certain product categories.

Another feature of transportation: it is strictly forbidden to deliver goods of Iranian origin to Turkey. Despite numerous restrictions, direct bans on importing goods into the country are extremely rare.

Ukraine – Turkey Free Trade Agreement: what changes for freight transportation

On July 14, 2026, the Ukrainian Parliament ratified the Free Trade Agreement between Ukraine and Turkey, originally signed in February 2022. The agreement will enter into force two months after both parties complete their internal procedures — expected around September-October 2026.

According to the Ministry of Economy (LIGA.net), the nominal duty rate for Ukrainian goods on the Turkish market was 28.9%, while for Turkish goods in Ukraine it was only 5%. The agreement levels out this disparity: Ukraine gains duty-free access for 10,377 tariff lines, Turkey for 9,500, opening the Turkish market to Ukraine by 95.6% and the Ukrainian market to Turkey by 99.6%.

*Grain and oilseeds (25% of Ukrainian exports to Turkey) formally remain outside the agreement, but the actual duty on them is already 0% due to high demand.

What this means practically for shippers:

• Growth in return shipments of finished goods (oil, wine, confectionery, metallurgy, agricultural machinery) — previously unprofitable due to high duties — means new cargo flows in both consolidated and full-load shipments.
• Road routes through the Bulgarian or Georgian border will get more loading in both directions — currently part of the trucks travel empty in one direction.
• Sea lines through Istanbul, Izmir, Mersin, and Ambarli will become more relevant for product groups that previously made little sense to ship by sea due to small volumes.

ETS has been transporting cargo between Ukraine and Turkey since 2011 and is already accepting requests for shipments ahead of the growing volumes once the agreement takes effect — leave a request, and a manager will calculate the route accounting for the new conditions even before their official start.

Delivery geography

Delivering goods from Turkey to Ukraine has its own characteristics, distinguishing it from deliveries to Europe. One such characteristic is the variety of border crossings. Turkey borders several countries: Bulgaria, Greece, Georgia, Armenia, Azerbaijan, Iran, Iraq, and Syria. This creates numerous options for crossing the border. Depending on the border crossing, waiting times, inspection procedures, and throughput capacity may vary. This is an important factor to consider when planning cargo delivery.

Types of freight transportation between Turkey and Ukraine

Transporting various goods is possible through several options. If you choose road transport, be prepared for the route to pass through several countries, which may take some time. This method is often used for goods without a limited shelf life. Delivering goods from Turkey to Ukraine by plane is considered the fastest, ensuring high transportation speed and simplifying the shipping process. However, during martial law in Ukraine, this type of transportation was replaced by road transport.

Sea transportation is also popular; goods are delivered using ferries and ships. A large number of ports makes it easier to choose and accommodate different vessels. The cost of sea delivery of consolidated cargo from Turkey (and other types of goods) is quite reasonable, especially compared to alternative transportation methods.

Consolidated cargo transportation

We prepare a cargo batch for shipment by collecting goods from our customers. Since the cost of consolidated deliveries from Turkey is calculated based on total volume, this amount is divided among all participants in the shipment. Thus, each of them saves on transportation.
