Specifics of Cargo Transport from Romania to Ukraine
When transporting goods from Romania to Ukraine, certain factors must be considered to ensure efficient and safe transportation. For instance, a Roviniete permit — a special road permit — must be purchased at the border to travel on Romanian roads. Additionally, many Romanian roads pass through mountainous regions, which may reduce travel speed to 50-60 km/h, similar to the roads in the Ukrainian Carpathians.
Freight to Romania also requires a transport waybill, commercial invoice, packing list and customs documents. Hazardous materials, food products, medicines and other specialized items may need additional permits and adherence to safety regulations. Parts of Romanian roads are toll-based and some roads, such as the famous Transfăgărășan, are closed in winter.

Customs Clearance for Cargo from Romania
In Romania, the foundation for freight transportation is properly completed documentation, with the most important being the CMR (international consignment note). It is essential to fill out this form accurately, providing exact information about the receiving company, as without this, the cargo cannot enter Romania. Additionally, every transport operation must be backed by a pre-signed contract between the Romanian and foreign companies. Proof of contract can include a signed invoice or contract, though a proforma invoice is insufficient in this case.
While transporting, these documents do not necessarily need to be with the driver, as they may be confidential. However, the driver must carry a transport permit, the CMR, proof of contract with the Romanian contractor, as well as identification and a valid driver’s license. Failure to meet requirements, such as for load dimensions or weight, or incorrect CMR completion, can result in severe consequences, including cargo confiscation.
Romanian inspection authorities pay close attention to truck equipment. Vehicles must have a warning triangle, first-aid kit and reflective vest. A certificate of tachograph calibration in A4 format is also required during inspections. Failure to meet these requirements can have serious repercussions.
If established transportation rules are not followed, the cargo may be confiscated, and Romanian laws are strict in such cases. In the event of confiscation, the likelihood of reclaiming the cargo is low. The transport service provider has 15 days to appeal the decision in a court with jurisdiction over the area, but chances of success are slim. Confiscated goods become state property and may eventually be auctioned.
